Technically, the bill is no longer before the select committee, but I can inform the House that 10 submissions were heard.

How many oral submissions were not heard by the select committee, and what was the reason for that?

I am not sure that asking how many oral submissions were not heard can be a logical question. If they were not heard orally, they were not oral submissions. The second part of the question is out of order because the reason that the submissions were not heard is not the chair’s responsibility; it is a matter for the committee. I therefore have to rule the question out of order.
